The stated destination of the current bilateral health agreements is national self-reliance: partner governments steadily increasing their own investment and ultimately running their own programs. It requires diagnostics that deliver more per test, data systems a health ministry can genuinely own and operate, and a definition of success both partners are willing to sign. This session brings together the architects of those agreements, the builders of the technology underneath them, and the institutions tracking whether ownership is taking hold.
