ELECTRICAL ENGINEER, from the Universidad del Norte. He completed a Master’s Degree in Electrical Engineering with an emphasis in Energy Planning and Power Systems from the Universidad de los Andes. In addition, he has a Postgraduate Course in “Finance and Investment in Low Carbon Economies” of the University of Edinburgh.
He has experience in environmental and energy issues in the public and private sectors. He served as a leader of the Climate Change Group of the Ministry of Environment and was a specialist in the Climate Change and Sustainability Division of the Inter-American Development Bank-IDB. He has been a professor in the Specialization of Environmental Law and in the Master of Law of Natural Resources in the Externado University of Colombia.
