Richard Francis serves as director of sovereign ratings at Fitch Ratings. Previously, he was director of sovereign ratings at Standard & Poor’s. Francis was also a research economist at Morgan Stanley. He holds a bachelor’s degree in political science from Rice university and a master’s degree in international affairs from Columbia University.
