Justin Gray is the President and CEO of Gray Global Advisors, LLC (GGA), an advisory firm that specializes in the strategic implementation of government affairs and business consulting services. GGA partners with public and private corporations, foreign governments, educational institutions, trade associations, foundations, and non-profits. Mr. Gray leads the operations of the firm’s practice areas and is responsible for the management of the Washington, D.C. office. Mr. Gray’s expertise includes public policy campaigns and business development initiatives in media and telecommunications, energy, international trade and foreign policy, financial services, and transportation and infrastructure sectors. He serves as an advisor to global governments, corporations, and non-profit organizations on legislative, regulatory, and related third-party stakeholder outreach initiatives. He also provides expert counsel to businesses on domestic and international development opportunities related to market entry analysis; regulatory and political risk mitigation; joint ventures; public-private partnerships; and navigating related government, business, and third party communities. Mr. Gray has significant experience representing foreign governments, non-profit governmental organizations, and international enterprises on a variety of foreign policy, trade, government contracting and other international relations matters. His previous representations include advocating for continued project funding for non-governmental organizations, government assistance for foreign economic development matters, and trade legislation affecting various government and private interests, including foreign direct investment vehicles. Some of his representations have included organizations and initiatives within Africa, the Middle East, Asia, and the Caribbean. For more than a decade, Mr. Gray has advised leading media and telecommunication companies on regulatory and legislative matters relating to video franchising, network neutrality, must-carry agreements, artist performance royalties, mergers, and tax incentive structures. Mr. Gray played a key role in implementing legislative and regulatory engagement strategies involving the Department of Justice, the Federal Communications Commission, and state and local approvals of mergers and other transactions. Mr. Gray has advised leading U.S. film and television studios on production matters in international jurisdictions. He has led the creation and reconstruction of film tax incentive programs in numerous markets, including Morocco, South Africa, and Puerto Rico, among others. Prior to co-founding Gray Global Advisors, Mr. Gray practiced as a corporate attorney with several national law firms. In that capacity, he negotiated and structured corporate transactions for high-growth companies and investors, including formation and financing, choice of entity, angel and venture capital financing, capital structure, and private placements. Mr. Gray serves as a Director and Trustee of several nonprofit organizations. He serves on the Boards of Partners in Health, a leading international nongovernmental organization focused on advancing global health equity, and of Understood for All, Inc., which provides resources and support for individuals with learning and thinking differences. He is a Director and Chair of the Shockoe Institute, an organization that examines the enduring legacy of racial slavery in American history, and a Director of the American Council of Young Political Leaders, which educates emerging leaders on international affairs through global exchange and dialogue. Mr. Gray serves as Chair of the William H. Gray III Memorial Foundation, an organization dedicated to promoting civic engagement, education, and economic empowerment among future leaders. He is also an Emeritus Director and former Chairman of the Board of Trustees of Riverview School, a residential institution for children and young adults with cognitive disabilities. Mr. Gray earned his Juris Doctor from the University of Virginia School of Law and graduated magna cum laude with a Bachelor of Science in Business Economics from Florida A&M University.
