Josh Sandler is co-founder and CEO of Govra, a General Catalyst-backed company building the intelligence infrastructure for accountable government. Govra equips public agencies with agentic AI to execute complex work and serve citizens more effectively.
Josh previously founded Lori Systems, which coordinates billions of dollars in cargo across Africa. Backed by Google, DST and Hillhouse, Lori has been recognized among Africa’s fastest-growing tech companies and as a World Economic Forum Technology Pioneer. He also co-founded gtxn, a cross-border payments company acquired by Luno.
Josh is an active tech investor and has advised several governments on innovation, infrastructure, and economic development. Josh holds an MBA from Harvard Business School and an MPA in International Development from Harvard Kennedy School. He is an Endeavor Entrepreneur, an Alter Global Fellow, an Obama Foundation Leader and was a Rubenstein and George Fellow at Harvard. He is a member of Concordia’s Advisory Council.
