Irene Blázquez-Navarro leads the applied research conducted at the Center for the Governance of Change, which studies the political, economic and societal implications of the current technological revolution and proposes solutions for overcoming its unwanted effects. Blázquez-Navarro is a legal scholar and international lawyer by training as well as a specialist in strategy, security, defense and technology.
Blázquez-Navarro previously served as Adviser to the State Secretary for Global Spain (Ministry of Foreign Affairs) and as Head of the Strategic Planning Office (National Security Department – Spanish Prime Minister’s Office) between 2012 and 2020. She holds a Master in EU Law (Universidad Autónoma de Madrid) and Diplomas in National Defence (Spanish Ministry of Defence), National and International Security (Harvard Kennedy School) and Common Security and Defence Policy (European Security and Defence College). She is a member of the Editorial Board of Política Exterior; a Fellow at the Max Planck Institute for Comparative Public Law and International Law (Heidelberg); a Fulbright scholar; and a founding member of The European Union as a Global Actor, the European Society of International Law’s interest group.
