Hela Gharbi is the Country Director for CARE in Rwanda, and has been in her role for the past 4 years. As a Tunisian feminist, she has been driven throughout her career by her ambition to understand development from different angles. With nearly 20 years of experience in the development sector, working for and with CSOs, INGOs, private sector and development partners, Hela has developed strong influencing, technical and advisory experience in a number of areas, e.g. social and economic policies, gender equality, climate and economic justice. As a strong advocate for gender equality and social justice, she has engaged with a number of ministries on policy level changes and engagements, ranging from tax justice, innovation and technological development policies, to passing of a law against all forms of violence against women in Tunisia. Her business accumen led her also to spearhead a number of strategy development and change management processes, including with Oxfam and CARE.
Hela who holds an MBA in general management, an Msc in International Development and a Bachelor in Finance. She is professionally fluent in French, English and Arabic.
