Gordana Siljanovska Davkova, born on 11 May 1953 in Ohrid, is the President of the Republic of North Macedonia. She is a retired Full Professor of Constitutional Law and Political System at the “Iustinian Primus” Faculty of Law, “Ss. Cyril and Methodius” University in Skopje.
She completed her law degree in 1978, earned a master’s at the same faculty, and received her doctorate cum laude in 1994 at the University of Ljubljana. Her academic career spans over three decades, during which she authored or co-authored more than 200 works in constitutional law, political systems, and governance. She introduced clinical legal education in Macedonia, was repeatedly recognized as an inspiring educator, and held senior academic positions including Head of the Institute for Legal and Political Sciences and Chair of the Department of Constitutional Law.
Beyond academia, she played a significant role in Macedonia’s democratic transition. She served as a member of the Constitutional Commission of the Assembly (1991–1992), minister without portfolio (1992–1994), and president of several national and regional bodies on gender equality, democracy, and civic participation. Internationally, she worked as an expert with UNDP, the UN, and the Council of Europe, serving as Vice-President of the Group of Independent Experts on the European Charter of Local Self-Government and representing Macedonia in the Venice Commission (2008–2016).
In politics, she was a presidential candidate in 2019, a Member of Parliament from 2020, and one of the most active legislators, chairing the Commission for Equality of Women and Men and serving in parliamentary committees on political systems, education, European integration, and international cooperation.
She is the recipient of numerous awards, including recognition from the OSCE Mission in Skopje for her contribution to the rule of law and a medal for advancing gender equality.
