Dr. Gracelin Baskaran is the Research Director and Senior Fellow for Energy Security and Climate Change at the Center for Strategic and International Studies. She is a mining economist and has spent a decade working on critical minerals. Prior to joining CSIS, Dr. Baskaran spent 5 years with the World Bank based in South Africa. She holds a doctorate from the University of Cambridge.
