Degree in Law and Socioeconomic Sciences from the Universidad Javeriana de Bogotá (1989), with a Master’s Degree in Comparative Jurisprudence from the University of Texas, United States (1990), and Specialization in Economic Law from the Universidad Externado de Colombia (1992).

Before coming to the Ministry of Transportation, she was the president of the Colombian Association of Edible Fats and Oils Producers, and is a founding partner of Research and Opportunities.

She was Minister of Foreign Trade (February – August 2002); President of Proexport (October 2000 – February 2002); Vice Minister of Foreign Trade (August 1998 – October 2000), and Vice President of the Colombian Association of Flower Exporters (October 1995 – August 1998).

She was also Arbitrator in the Panel for Settlement of Differences between Chile and Colombia in the Sugar Case, within the framework of ALADI (2004). Professor of International Trade at the Universidad Pontificia Javeriana and the Senior Management Program of the Universidad de los Andes. Occasional Columnist of the newspaper El Espectador y Portafolio.
